Conferenza clima: in Italia le temperature aumentano più che altrove
Allarme Italia sul clima! A lanciarlo, dalla conferenza di Roma, è stato il ministro dell'Ambiente, Alfonso Pecoraro Scanio, nel suo discorso di apertura."Il cambiamento climatico è qui e ora". Con queste parole il ministro dell'Ambiente Alfonso Pecoraro Scanio ha aperto la Conferenza Nazionale sul Clima in corso a Roma nella sede della Fao. "Noi sappiamo che il nostro Paese è tra quelli che pagheranno il maggior prezzo in termini di danni ambientali, perdite di vite umane e salute, costi economici". Pecoraro Scanio ha poi evidenziato gli effetti che il cambiamento del clima ha sulla salute: "C'è un incremento dei decessi in Europa valutato tra otto e dodicimila persone per anno e per ogni grado di aumento della temperatura".
LA CONTA DEI DANNI.
"Nel nostro Paese i costi per far fronte ai danni prodotti dai cambiamenti climatici si stimano a partire da 50 miliardi di euro l'anno. Tanti ne servono per mettere in campo le azioni tese al taglio delle nostre emissioni di gas-serra. Altri due miliardi e mezzo servono per predisporre le misure di adattamento".

CLIMA: PRODI, L'ITALIA E' INDIETRO, SERVE UN PATTO CON NATURA
L'Italia e' debole, la sua industria e' indietro e occorre recuperare il tempo perduto. Il presidente del Consiglio, Romano Prodi, si unisce al coro di allarme sul clima e sull'ambiente uscito dalla conferenza sui cambiamenti climatici e indica punti deboli ma anche strategia per il rilancio: interventi gia' dalla prossima finanziaria per l'efficienza energetica, attenzione all'approvvigionamento energetico, tutela dell'ambiente. Insomma, un vero e proprio "patto con la natura".
"Va combattuto il fatalismo" afferma Prodi dal palco dove gli ha appena ceduto la parola il ministro dell'Ambiente.
"Serve una nuova alleanza con la natura. E va sfatato il pregiudizio per cui il rispetto dell'ambiente e' un costo: puo' essere un grande fattore di sviluppo". Prodi non nasconde che "il nostro pianeta e' a rischio, si scalda. E questo e' anche colpa dell'uomo. Il fatalismo va combattuto, ma servono risposte concertate a livello internazionale". In primo luogo, avverte, "bisogna contenere le emissioni di gas". Detto questo, se e' vero che servono risposte globali, e' anche vero che non ci si puo' nascondere dietro l'attesa dell'unanimita' per poter partire. E l'Italia deve recuperare "decenni perduti" nel campo delle industrie di impianti di energia rinnovabile, oltre che di domanda di energia rinnovabile. L'Italia ora agisce a due livelli: uno europeo e uno nazionale. "Il Governo italiano sosterra' le iniziative comunitarie" per fronteggiare i cambiamenti climatici e "si fara' promotore di altre iniziative con i paesi in via di sviluppo, specie nel Mediterraneo". E ci saranno impegni nella prossima Finanziaria 2008, "sia sul lato della conservazione, che sul lato dell'innovazione, che mi preme di piu'", afferma il premier che cita come modello da diffondere le norme edilizie della provincia di Bolzano.
Ma c'e' altro. "Da alcuni mesi e', evidente il nostro impegno a favore di un risparmio energetico e a favore della mobilita' sostenibile. L'obiettivo e' arrivare ad una nuova politica sulle energie rinnovabili". Servono "investimenti il cui tornaconto non sara' a breve termine ma occorre uno sforzo e il coraggio per decisioni che sono anche dolorose. Quando parliamo infatti di contenimento delle emissioni di CO2 e' chiaro subito che il problema non si spalma nello stesso modo nella societa' ma comunque resta un problema da risolvere.
Parlarne ora - sottolinea - garantisce la commercialita' dopo.
Chi e' entrato con piu' vigore nel mercato delle auto ecologiche ora si sta godendo i frutti".
E infine, ma non ultimo, Prodi esprime la sua preoccupazione sulla dipendenza energetica. Le linee del governo sono indirizzate su tre fronti: risparmio sviluppo delle energie rinnovabili e sicurezza dell'approvvigionamento".
Per quest'ultimo aspetto, serve una "diversificazione dei punti di origine del gas". Infine Prodi propone "un Osservatorio che metta insieme tutti gli aspetti dei quali abbiamo discusso fino ad ora: cioe' quello scientifico, industriale e tutto quello che riguarda i particolari del pianeta ambiente. Dobbiamo, quindi, creare su questo anche una struttura di coordinamento".
Mentre il Paese corre il rischio di scivolare verso un’economia da Terzo mondo perché non appare in grado di fare scelte di modernizzazione, c’è un ministro dell’Ambiente che pur di raccattare qualche voto in più non rinuncia a fare demagogia catastrofista. È la via più facile e indolore. Demagogia e terrorismo psicologico servono a coprire il partito italiano dei mille no, le “denunce” servono a coprirsi dalle responsabilità di non aver proposto correttivi realistici.
Gli azzeccagarbugli italiani, novelli nemici della scienza e del progresso, hanno sempre qualche cavillo attraverso il quale utilizzare alla perfezione il “principio di precauzione” per non far nulla. Lo si è visto per i rifiuti urbani, per i rigassificatori o per la mancanza di scorte di gas e di petrolio. Purtroppo è nel carattere nazionale. L’intervento dell’attuale ministro dell’Ambiente ne è un esempio.
C’è sempre un motivo per bloccare tutto e tutto il Paese ne paga le conseguenze con un costo dell’energia che non ha pari in Europa. Invece l’Italia, come ha peraltro lucidamente sostenuto il ministro dell’Industria Bersani, che fa parte dello stesso governo, ha bisogno dell’esatto contrario: ha bisogno dell’ambientalismo del fare, ha urgente necessità del coraggio di decidere.
Spiace constatare che Pecoraro Scanio si attiene al cosiddetto “principio di precauzione”, negazione dell’assunzione di responsabilità, che dovrebbe costituire un obbligo etico di ogni uomo di governo. Fare terrorismo ecologico segue la stessa logica del blocco di tutte le grandi opere. Risultato: la dotazione infrastrutturale media degli italiani si allontana dalla media europea.
Sulle dichiarazioni del ministro dell’Ambiente è facile fare dell’ironia. Gli italiani le ricorderanno se quest’inverno avranno freddo. Forse è proprio questo che c’è dietro: la paura di essere accusato di non aver autorizzato le opere che ci consentiranno di stare al caldo e di avere l’elettricità necessaria.
Il ministro dello Sviluppo economico, Bersani, apre al nuovo nucleare: «L’unica strada possibile è partecipare alla ricerca europea e internazionale sul nucleare di quarta generazione». Chiudendo i due giorni della Conferenza sul clima a Roma, il premier Prodi ha ammesso il «ritardo» dell’Italia sulle energie rinnovabili: «Abbiamo sprecato decenni, ora serve un patto con la natura». Per il fisico Regge «solo il nucleare ci potrà salvare, basta con i catastrofismi». E l’ex ministro per l’Ambiente Matteoli invita a lavorare «a un mix energetico e a puntare sul gas».
